DIRECTORATE OF PEACEKEEPING
ADMINISTRATION:
This is the Nerve centre of the Directorate of Peacekeeping. The officer to head this Unit will be of the rank of Superintendent or Deputy Superintendent of Police (SP/DSP).
Duties:
(i) Supervision of Admin Staff
(ii) Reporting of Administrative activities to the DC Peacekeeping
(iii) Supervise treatment of Inward/Out-going correspondences
(iv) Supervision of the registration/collation of lists of intending Peacekeepers
(v) Follow-up of assignments from DC Peacekeeping to other Sections
(vi) Drafting of memo, Letters, etc
(vii) Supervision of Correspondence Clerks
(viii) Collation of Mission Reports, as submitted by Mission Desk Officers
(ix) Monitoring the state of Peacekeepers health in mission area
(x) Reporting of promotion/sanctions and other related matters affecting peacekeepers
(xi) Ensure accommodation of peacekeepers and staff during camping activities
(xii) Supervise all supply and distribution of dry ration
(xiii) Supervise the issuance of personnel kit to Peacekeeping Staff
(xiv) Supervise all welfare issues, such as promotion, leaves, etc relating to Peacekeeping staff
(xv) Maintenance of Staff Nominal roll
COE/Finance: This Unit shall be headed by an officer not below the rank of ASP. He shall perform following functions.
(i) Reports directly to the Director of Peacekeeping
(ii) Maintain records of equipment on charge to FPU Camps
(iii) Monitor the performance of equipment towards effective reimbursement
(iv) Propose maintenance/replacement as reported by FPU Commanders in the field
(v) Ensure replacement of consumables in the FPU Camps
(vi) Keep records of reimbursement/loan servicing
(vii) Liaise with Budget to effect payment of FPU Allowances as at when due
(viii) Keep records of purchases of office stationeries/supplies
(ix) Perform all financial task of the Section.
(x) Update the Director of Peacekeeping, on the state of COE in the mission areas, regularly.
(xi) Handles feeding/accommodation issues.
OPERATIONS: The O/C Operations shall not be below the rank of DSP. He is responsible for the supervision of missions’ operations monitors, designated as ‘Mission Desk Officers’. The Desk Officers shall be in contact with all mission Commanders of Peacekeeping Operations in various missions.
Duties:
(i) Reporting all issues affecting welfare of officers in mission areas.
(ii) Notifying the DC Peacekeeping of all Disciplinary matters reported in mission of assignment
(iii) Relating with Database to maintain updated Deployment Statistics
(iv) Submission of draft speech of Medal parade and other visits of Senior Officers to mission areas
(v) Supervision of all ceremonies and social engagement of Peacekeepers in mission of assignments
DATEBASE: This is the Unit that keeps records of all activities in the Peacekeeping Operations and Training. Records such as Lecture materials, personal data of intending peacekeepers, details of officers on peacekeeping missions, International Passports and Visas, track of UN job specifications, Appointments/Secondments etc are kept in the Peacekeeping Server through the Database Section. It shall be headed by an officer not below the rank of ASP.
Duties:
(i) Supervision of database officers
(ii) Ensure documentation of Peacekeepers prior to their deployment
(iii) Retrieval of information on peacekeeping on request
(iv) Collation of detailed information regarding peacekeeping operations and subsequent storage in the server
(v) Storage of records of activities of Peacekeeping operations
(vi) Collaboration with Training Department to provide in-house training for all staff on Database application
(vii) Process all Personal History Profile of officers seeking UN Jobs
(viii) Provision of Computer training to all staff and Peacekeepers before deployment
(ix) Processing of Personal History Profile (P-11) Forms and subsequent storage in the database for future use

MOVCON: The Movement Control Section shall be in charge of all travels (both departure and arrival). The Section shall be headed by an officer not below the rank of ASP.
Duties:
(i) Act as Liaison officer to the Nigerian Immigration Office and Airport authorities
(ii) Act as Liaison officer to the UNDP on Ticketing matters
(iii) Process all Visa request relating to Peacekeeping operations from Embassies in Nigeria
(iv) Supervise the acquisition of International Passports and other travel documents from the Immigration office and other relevant authorities
(v) Ensure documentation of all International Passports used for official travels, and as well, liaise with O/C Database for their storage in the server
(vi) Supervise the arrival and departure of peacekeepers.
(vii) Liaise with COE/Finance on accommodation of visiting officials.
Medical Assistance: This section shall be headed by a Medical Staff, drawn from the Nigeria Police Medical Service. His duties shall include:
(i) Supervise all Medical examinations of intending peacekeepers prior to their departure to mission ground
(ii) Monitoring of medical situations of peacekeepers, as reported by Mission Desk Officers
(iii) Liaise with Admin Section to ensure appropriate compensations for officers who sustain permanent injury or died while in mission service.
(iv) Ensure appropriate inoculations of peacekeepers prior to their departure
TECHNICAL SECTION: This section shall take the custody of all technical equipment on charge to the department. The Section shall be headed by an officer not below the rank of Inspector of Police.
Duties:
(i) Keep records of all office equipment, such as Computers, photocopier, etc
(ii) Ensure deployment of appropriate equipment to all Peacekeeping function venues
(iii) Supervise the use of all technical equipment both in the office and Camps
(iv) Ensure the availability of Internet facilities at all times
(v) Supervise the effective use of Intranet/Internet within the department at all times
TRANSPORT SECTION: This Unit shall be under the Admin Officer.
Duties:
(i) Report all matters affecting transport to the Director, through Admin Officer
(ii) Supervise all drivers attached to the Directorate of Peacekeeping
(iii) Inspect all vehicles and report findings
(iv) Ensure availability of vehicles for all Peacekeeping movements
(v) Assign drivers to vehicles on all official engagement
(vi) Act as Liaison officer to the Force Transport Office.
TRAINING SECTION
A. Chief of Training: The core function of Peacekeeping is Training. Therefore, an officer, not below the rank of Superintendent shall be the Head of Training. The Head of Training shall pool facilitator from within and without for training purposes from time to time. Following are the Units under this section:
(a) Language Proficiency (SAT/Pre-SAT)
(b) Foreign languages
(c) Combat/Field Training
(d) In-house Staff Training
Duties:
(i) Supervise the Units under the Training Section
(ii) Supervise all Training activities
(iii) Ensures adequate training of Peacekeepers prior to deployment
(iv) Screening of trainees to ascertain their trainability
(v) Supervise all camping activities
(vi) Reporting of all training matters to the DC Peacekeeping
(vii) Forward comprehensive report of training cum list of successful candidates to Director for further action
B. O/C Language Proficiency: To be headed by an officer not below ASP
Duties:
(i) Prepares training schedules for Individual Police Officers
(ii) Shortlist Trainers/Facilitators for prepared Courses
(iii) Supervision of facilitators assigned
(iv) Reporting training activities to Chief of Training
(v) Ensure up-dated UN training modules
(vi) Ensure availability of materials for training
(vii) Prepare pre-SAT coaching classes for intending Peacekeepers
C. O/C Combat/Field Training: To be headed by an officer not below ASP
Duties:
(i) Prepares training schedules for Formed Police Units
(ii) Selection of Trainers for prepared courses
(iii) Supervision of Trainers
(iv) Responsible to the Chief of Training
(v) Ensure up-dated UN training modules
(vi) Ensure availability of materials for training
D. O/C Foreign Languages: To be headed by an officer, certified with foreign language teaching techniques.
Duties:
(i) Provide training for intended peacekeepers on use of foreign language
(ii) Ensure availability of training materials for this purpose
(iii) Act as Liaison officer to foreign and other sponsors of the programme
(iv) Supervise pre-SAT training for French missions, in liaison with SAT Coordinator
DEPLOYMENT & ROTATION UNIT: This Unit shall be headed by an SPO not below the rank of ASP. Duties shall include:
(i) Update the Director of Peacekeeping on dates of departures and arrival of Contingents
(ii) Keep statistics of mission deployments/records in liaison with Database
(iii) Liaise with MOVCON to ensure proper rotation of peacekeeper.
